Study on the Scope of Zombie Enterprises in Morocco<\/strong><\/span><\/p>

The Observatory, in collaboration with the Directorate of Financial Studies and Forecasts, conducted a study on the scope and status of zombie enterprises in Morocco. The objectives are:<\/p>

o Assess the situation of \"zombie\" enterprises
o Positionner le Maroc par rapport \u00e0 un \u00e9chantillon de pays similaires et d\u00e9gager les meilleurs pratiques pour att\u00e9nuer l\u2019effet de ce ph\u00e9nom\u00e8ne
o Propose recommendations for improving the solvency monitoring system of enterprises and simplifying the regulations for business liquidation.<\/p>

It should be noted that an enterprise is identified as zombie if it is mature (10 years or older) and has insufficient operating income to cover interest expenses for at least three consecutive years.<\/p>

Project for the Establishment of a Financial Instrument in the Context of Green Finance<\/strong><\/span><\/p>

As part of a cooperation for the development of market financing for SMEs, the Ministry of Economy and Finance is conducting a framework study for the design and development of a financial instrument to meet the financing needs of SMEs for green investments. This project aims to support efforts for the development of green financing in Morocco for the benefit of SMEs, particularly in partnership with Tamwilcom. The Observatory contributes to this study by providing financial indicators on enterprises.<\/span><\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t

Signing of a partnership agreement with the Ministry of Economic Inclusion, Small Business, Employment and Skills and the National Agency for Employment and Skills Promotion.<\/strong><\/span><\/p>

The signing of this partnership agreement is part of the \u201cAna Moukawil\u201d program to support 100,000 entrepreneurs by the 2026 deadline. In this context, OMTPME will contribute its data processing expertise to the Ministry and the Agency to provide decision-making tools to contribute to the success of this major initiative.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t

The Observatory contributes to a study on administrative data registries and the assessment of their maturity level. This study focuses on simplifying procedures to improve the quality of administrative services provided to users under Law 55.19. It identifies relevant use cases for data exchange between administrations, independent of public services rendered. The contribution specifically addresses the description and qualification of the \"Companies\" registry.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t

The new investment charter includes a specific support mechanism for SME investments. To design a targeted and relevant framework for this business segment, the Ministry of Investment, Convergence, and Evaluation of Public Policies has requested data from the Observatory. This data includes information on SME investments, their regional and sectoral distribution, created jobs, etc.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t

A regional report on Sustainable Development Goals (SDGs) is being prepared by the HCP, with the Observatory contributing indicators related to the proportions of companies by category according to various variables. This report is part of the United Nations Sustainable Development Program, focusing on actions for humanity, the planet, prosperity, peace, and freedom. In Morocco, it revolves around 17 goals, including combating poverty, ensuring quality education, and promoting gender equality.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t

The National Authority for Integrity, Prevention, and Anti-Corruption plans to conduct a national survey on the perceptions, attitudes, and anti-corruption practices of Moroccan businesses. In this context, the Authority requested the Observatory to extract a representative sample of businesses from its unified database.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t

This partnership primarily focused on a regional breakdown of indicators produced by the Observatory. These indicators, made available to the Regional Investment Centers (CRI), have been useful for investment and employment encouragement policies. This collaboration could later extend to data qualification for regions, taking into account the CRI's knowledge of the regional productive fabric. Additionally, enriching data and indicators with qualitative analyses and conducting thematic studies on the specificities of each region would be feasible.
